TODO: build out this page. Quorum vote of server side nodes on a timestamp to do release (elect 2 seconds out by default and exponentially back off up to 30 seconds, if vote fails then can't release).

Release uses background actions. atomic release process.

Clients are upgraded immediately afterward.
